Some states require a proctor to be present when you take a CE-eligible exam. The proctor requirement only applies if you elected CE credit when registering — if you didn’t elect CE credit, no in-person proctor is needed. You must still follow The Institutes’ rules for virtual exams, which includes a virtual proctor.
Tip: Just discovered you need a proctor? This surprises many students because the requirement isn’t always visible until exam day. Check your state’s requirements before you start.
Do I Need a Proctor?

- Select your license type and state.
- Review the proctor requirements listed for your state.
Who Qualifies as a Proctor?
Important: Proctor requirements are set by your state, not by The Institutes. If you test without a required proctor, CE credits may not be reported to your state.
Proctors for CE-eligible exams must generally be:
- A disinterested third party with no financial interest in the exam result
- Not in a direct reporting relationship with you (not your employee, employer, or supervisor)
- Not a family member
Acceptable proctors typically include HR personnel, education department staff, an office manager, or a CPCU designee. Because each state sets its own rules for what constitutes an acceptable proctor, review the requirements for your state on the State CE Credit & License Information page.
Can’t Find a Proctor?
If none of the standard options are available, contact Customer Success for guidance on alternative proctor arrangements.
Already Took the Exam Without a Proctor?
If your state requires a proctor and you completed the exam without one, CE credits may not be reportable. Contact Customer Success as soon as possible — exceptions may be available depending on your circumstances.
